We measure every politician's stock trades against the S&P 500 over the same holding period. Alpha is how much they beat (or trailed) the market. Win rate is how often their trades outperform.

To reach S-Tier, a politician must pass all three thresholds:

This means someone with +845% average alpha but only 6 trades and a 33% win rate won't make S-Tier — that's likely one lucky pick, not a reliable signal. Meanwhile, someone with +47% alpha across 158 trades at a 75% win rate is a much stronger signal that the politician is consistently picking winners.

Within each tier, politicians are sorted by average alpha (highest first).
