How we rank congressional stock traders

Every trade is measured against the S&P 500 over the same holding period. A politician who bought a stock that returned +30% while the S&P did +10% has +20% alpha on that trade. We calculate this for every trade, then aggregate:

  • Win rate — percentage of trades that beat the S&P 500
  • Average alpha — dollar-weighted average outperformance
  • Trade count — minimum threshold to filter out lucky one-offs

This means a politician who made one trade that returned +500% won't rank above someone who consistently beats the market across 100+ trades. Consistency matters more than any single pick.
